Various road management agencies, including highways, national roads, cities, provincial and rural roads, use the asphalt pavement condition index to evaluate the performance of asphalt pavement and to establish maintenance plans. However, in case of local roads controlled by local governments, it is difficult to assess the current status of each roads mixed with various grades such as assigned national roads, cities, provincial and rural roads, when evaluating on the same criteria are applied. The evaluation method of asphalt pavement performance considering local road characteristics was developed. This method can consider regional road grades, traffic volume levels and intersection characteristics of each section.
