This technical note examines the need for a paradigm shift in national road infrastructure policy toward sustainability in the era of carbon neutrality. It challenges the long-standing, conventional reliance on heated asphalt production methods in road construction and maintenance. In particular, it highlights the policy significance of adopting innovative thinking that leverages proven technologies enabling the recycling of reclaimed asphalt pavement through carbon-neutral, non-heated processes. The note further emphasizes the necessity of establishing an “ICON” that can symbolize and catalyze this transformative shift in national policy.
