Asphalt grading is to provide necessary information in selecting the appropriate asphalt binder for consti'uction of asphalt pavements having desired performance properties. For this purpose, United States has developed the PG-grading in the middle of 1990 and it is used in practice. This PG-grading has been currently accepted and used as the domestic binder grading as well. In the opening issue of this journal, Huh(1011) has found the serious problems in the current performance grading of USA, and to resolve these problems, a theory of the new perfonnance grading has been suggested. This study is focused on development of a new specification guideline for an advanced upper performance grading of asphalt binders on the basis of his grading theory. This study also investigates the effectiveness of the new binder grading that is specified by making several different specimens of asphalt binders and grading them according to the suggested guideline. As the result, the newly made binder grading is scientifically sound, and is observed to be in good agreement with the actual pavement performance.
